Capital to perform the contract you won
BHPE sponsors and funds the performance of federal contracts. Repayment is secured through an assignment of claims under the federal Assignment of Claims Act (31 U.S.C. 3727; 41 U.S.C. 6305) and FAR Subpart 32.8 — contract payments are assigned while you perform the work.
Who it's for
Businesses — often small businesses — holding an awarded federal prime contract that permits assignment of claims, who need working capital for materials, labor, or mobilization. Firm-fixed-price awards are preferred.
Winning the award is the hard part; cash flow shouldn't be the reason it goes unperformed. BHPE knows both sides of this table: we perform federal contracts ourselves, and we have financed other contractors' performance through assignments of claims before. The process below is one we've executed — not a theory.
